30841316 and NPDES No. PA0213535. Consol Pennsylvania Coal Company LLC, (1000 Consol Energy Drive, Canonsburg, PA 15317). To revise the permit for the Bailey Mine & Prep Plant in Richhill, Center and Gray Townships, Greene County and related NPDES permit for development mining. Underground Acres Proposed 4,875.0, Subsidence Control Plan Acres Proposed 4,875.0. No additional discharges. The application was considered administratively complete on April 26, 2017. Application received March 3, 2017.

Pursuant to the Pennsylvania Clean Streams Law, the Pennsylvania Department of Environmental Protection Rules and Regulations, the Surface Mining Conservation and Reclamation Act, and the Bituminous Mine Subsidence and Land Conservation Act as amended, notice is hereby given that Consol Pennsylvania Coal Company LLC, 1000 Consol Energy Drive, Canonsburg, PA 15317, is making application to the Pennsylvania Department of Environmental Protection to revise Coal Mining Activity Permit (CMAP) No. 30841316 and related NPDES permit for the Bailey Mine.

The proposed revision adds 4875 acres of underground permit area and subsidence control plan area for underground development mining only.

The proposed revision is in Richhill, Center & Gray Townships, Greene County, and can be found on the Wind Ridge & Rogersville, PA U. S. Geological Survey 7.5 minute topographic maps and mapping provided in the permit application. This area can be described as follows:

The revision to the permit area and subsidence control plan area for development mining begins at a point approximately 4200 feet northwest of the intersection of Whitehorn Rd. and Hughs Rd. then approximately 10600 feet north east to a point approximately 3600 feet northwest of the intersection of Dividing Ridge Rd. and Chapman Rd. then approximately 17400 feet south-east to a point approximately 2600 feet northeast of the intersection of Jacobs Run Rd. and Claylick Rd. then approximately 12000 feet southeast to a point approximately 4400 feet southeast of the intersection of Jacobs Run Rd. and Claylick Rd and then approximately 12000 feet northwest to a point approximately 5800 feet southeast of the intersection of Whitehorn Rd. and Hughs Rd and then approximately 10000 feet back to the point of origin.

Pursuant to the Pennsylvania Clean Streams Law, the Pennsylvania Department of Environmental Protection Rules and Regulations, the Surface Mining Conservation and Reclamation Act, and the Bituminous Mine Subsidence and Land Conservation Act as amended, notice is hereby given that Consol Pennsylvania Coal Company LLC, 1000 CONSOL Energy Drive, Canonsburg, PA 15317, has submitted an application to the Pennsylvania Department of Environmental Protection to revise Coal Mining Activity Permit No. 30841316 and related NPDES permit for the Bailey Mine.

The proposed revision adds approximately 25.7 acres of surface permit area for the installation of the 5L-1, 5L-2, and 6L-2 Degas Borehole. The facility will be located in Richhill Township, Greene County, Pennsylvania and is located on the Wind Ridge, PA U.S. Geological Survey 7.5 minute topographic map. The proposed permit area consists of two sections, located off of the proposed 7L Bleeder permit area, between Bristoria Road (SR 3007) and Long Run Road (SR 3005). The first section of permit area is located approximately 0.4 miles northeast of the intersection of Long Run Road and Behm Road (SR 3018). It extends to the east approximately 1075 feet and varies in width between 150 feet and 400 feet. The second section is located of the southwestern side of Bristoria Road, uphill of North Fork Dunkard Fork, beginning approximately 0.2 miles west of the intersection of Bristoria Road and Claylick Road (SR 3022) and continuing to approximately 0.4 miles southeast of the intersection. The proposed permit revision includes the installation of three degas boreholes, access roads, a stream crossing, soil stockpiles, and erosion and sedimentation control facilities.

Stream variance requests are proposed for two streams. A variance is requested for approximately 70 feet of UNT 32594I to North Fork Dunkard Fork, beginning at a point located approximately 1385 feet south and 1275 feet west of the intersection of Bristoria Road (SR 3007) and Claylick Road (SR 3022) and continuing upstream, in a southerly direction. A variance is also requested for work within 120 feet of the headwaters of UNT 32594I2 to North Fork Dunkard Fork, located approximately 1550 feet west and 1100 feet south of the intersection of Bristoria Road and Claylick Road. The stream variances are required for access road installation, including a stream crossing over UNT 32594I, and installation of erosion and sedimentation control facilities.
